Do you support term limits for legislators? Do you support term limits for legislative leaders? Please explain.
Answer from Katy Dolan Baumer:

I support term limits for legislative leaders, believing that the people who elected them to office intend that others rise to leadership positions to allow creative ideas and diversity in government. I further believe that term limits of legislators are enforced by elections by the people.

Who do you think bears responsibility for the budget stalemate? Do you have your own ideas on how to resolve it?
Answer from Katy Dolan Baumer:

I believe all should take responsibility for the budget stalemate; however the fine art of compromise must be used; legislators must remember that it is not a personal fight, but a fight over a state and its wellbeing. I think the budget must be stripped to bare bones, and it should then be built upon or added to until the threshold is reached. We have the revenues to support a fair and balanced budget.

A June 3 New York Times op-ed was headlined “Higher Education in Illinois is Dying” because of significant funding cuts. Do you agree or not with Gov. Bruce Rauner that additional large cuts could be necessary?
Answer from Katy Dolan Baumer:

Unfortunately, I do believe that cuts should be made in the state-funded higher education in Illinois. It, like the budget, must become fair and equitable. I believe it will not die, but will flourish when more people can afford it.

How should the state’s school funding formula be changed to give all children a better chance at a quality education?
Answer from Katy Dolan Baumer:

I cannot quote the specific formula, but I do believe any change in the funding formula has to be fair to all and not at the expense of schools in the suburbs, which could result in property tax increases to fund CPS.

Without a budget, Illinois is spending much more than it takes in, leading to an ever-growing stack of bills, underfunded services and a growing deficit. What new revenue sources do you support to help fix this problem?
Answer from Katy Dolan Baumer:

Truly, I do not believe we have a revenue issue, but a budget issue. We cannot keep increasing the budget and expect that additional revenues like taxes would cover it. We need to stop the budget from increasing, and create a fair and balanced budget that relies on current revenue souces.

A constitutional amendment is on the ballot that would require money raised for transportation not be spent elsewhere. Do you support this concept? Also, transportation planners say more money is needed for roads and bridges, Metra, CTA rail services and the like. Do you agree and, if so, where would you get the funding?
Answer from Katy Dolan Baumer:

I support the amendment requiring money raised for transportation not be spent elsewhere. I feel that if this money were properly directed we would not have higher needs for transportation infrastructure.

In the last session, the governor and Legislature turned their attention away from pension reform. What initiatives do you support to reduce the costs of pensions?
Answer from Katy Dolan Baumer:

I support a tiered system of pension reform, offering options to the members of the funds. I believe the contributions should be fair from all sides that contribute and similar to the private sector options.

Do you support measures to reduce Illinois’ prison population and divert more money into community-based services?
Answer from Katy Dolan Baumer:

Yes; I feel that community-based service is the best way to rehabilitate people and am not a fan of keeping someone locked up without many options.

There are calls to reform the state’s civil asset forfeiture system, which allows police and prosecutors to seize and take – permanently – property from someone who has not been convicted of a crime? What is your view?
Answer from Katy Dolan Baumer:

I believe in reform of such a system that allows for the seizure of property if it is fairly purchased and lawfully owned. The crime, if it relates directly to the property in question, should be taken, but if the person is not convicted then it does not make sense to take what very well may belong to that individual.

Do you support allowing transgender persons born in Illinois to change the gender marker on their birth certificate without undergoing surgery first?
Answer from Katy Dolan Baumer:

No, I will not support allowing transgender persons born in Illinois to change the gender marker on their birth certificate without undergoing surgery first.

What is your view on so-called “death with dignity” — physician-assisted suicide — which has become a contentious issue in other states? California’s End of Life Option Act took effect on June 9.
Answer from Katy Dolan Baumer:

I believe that physicians took an oath to do no harm.

A number of states and local jurisdictions (including Chicago) have recently increased the minimum wage. Do you support or oppose a statewide increase in the minimum wage? If so, what should the new minimum be, and by when? Should local jurisdictions be prohibited from passing their own minimum wage laws?
Answer from Katy Dolan Baumer:

At this time, I do not belive that a state-wide minimum wage law should be enacted. I do believe that local jurisdictions should be permitted to pass their own minimum wage laws.

In the past couple of legislative sessions, there has been a proposal to add a 1 cent tax on all sugar-sweetened beverages sold in Illinois. Do you support or oppose such a measure, and why?
Answer from Katy Dolan Baumer:

I do not support adding tax on sugar-sweetened beverages. I have heard that certain types of artificial sweetener may cause cancer - is that okay?! I do not feel that taxing the beverages will cause a decrease in intake, if that is the reason for the tax.

In recent years, there has been a growing push to increase the development and use of renewable energy sources. Do you support or oppose these preferences?
Answer from Katy Dolan Baumer:

I support the increase in development and use of renewable energy sources, but feel it should be an option or personal choice, not a mandatory edict.
