Biografía

Ben is deft in long term strategy planning, providing executive leadership and managing P & L responsibility. He has trained over 1000 staff on business transformation principles.  He is well versed with the latest standards, trends and techniques and a wide range of skills in optimization initiatives, technology, critical thinking, troubleshooting, problem analysis and resolution.  He has successfully  managed multiple responsibilities for improving efficiency by implementing robust processes, entailing continual improvement, service transition, design & strategy.  Ben's strengths include long term strategic planning and coaching of senior and upper management to achieve objectives with a proven track record of success in diverse business settings.

Do you support term limits for legislators? Do you support term limits for legislative leaders? Please explain.
Respuesta de Benjamin Salzberg:

I support term limits for both legislators and legislative leaders.  I want to encourage people to serve as legislators for a limited period of time and then return to other work so that they continually bring fresh ideas and experiences to public service.

 

Who do you think bears responsibility for the budget stalemate? Do you have your own ideas on how to resolve it?

Speaker of the Illinois House, Michael Madigan, and Illinois State President John Cullerton bear responsibility for the stalemate, along with the Democratic legislators. We need to use problem-solving strategies to identify inefficiencies and design and implement cost-saving solutions.

 

 

 

 

A June 3 New York Times op-ed was headlined “Higher Education in Illinois is Dying” because of significant funding cuts. Do you agree or not with Gov. Bruce Rauner that additional large cuts could be necessary?

Education is extremely important to build talent and attract and retain businesses in our state. We need to assess options for increasing efficacy and affordability. 

 

How should the state’s school funding formula be changed to give all children a better chance at a quality education?

Research suggests only a small percentage of our state school funding reaches our children.  We need to examine how much our current pension system burdens State school funding.

 

Without a budget, Illinois is spending much more than it takes in, leading to an ever-growing stack of bills, underfunded services and a growing deficit. What new revenue sources do you support to help fix this problem?

Before looking for a new revenue sources we need to identify and correct inefficiencies in our State government.

 

A constitutional amendment is on the ballot that would require money raised for transportation not be spent elsewhere. Do you support this concept? Also, transportation planners say more money is needed for roads and bridges, Metra, CTA rail services and the like. Do you agree and, if so, where would you get the funding?

Anytime we raise money for a particular purpose, the money should be directed only toward that purpose.  We do not need a constitutional amendment for this issue.  Our infrastructure and public transportation system are critical to the success of our State.

In the last session, the governor and Legislature turned their attention away from pension reform. What initiatives do you support to reduce the costs of pensions?

We need to look at alternative products, such as 401ks.

Do you support measures to reduce Illinois’ prison population and divert more money into community-based services?

Yes

There are calls to reform the state’s civil asset forfeiture system, which allows police and prosecutors to seize and take – permanently – property from someone who has not been convicted of a crime? What is your view?

I support reforming this system.

Do you support allowing transgender persons born in Illinois to change the gender marker on their birth certificate without undergoing surgery first?

For people who are transgender, this is an extremely sensitive subject and deserves careful attention to address their concerns.  I do not believe that someone who is transgender must undergo surgery prior to being recognized as transgender.

 

What is your view on so-called “death with dignity” — physician-assisted suicide — which has become a contentious issue in other states? California’s End of Life Option Act took effect on June 9.

Assuming appropriate safeguards and controls, families and their loved ones must be able to reduce suffering to the greatest extent possible.  In extreme cases, this should include a choice between different legal options.

 

What measures do you support to reduce levels of gun violence?

We need to create jobs and improve education to build stable families. 

 

A number of states and local jurisdictions (including Chicago) have recently increased the minimum wage. Do you support or oppose a statewide increase in the minimum wage? If so, what should the new minimum be, and by when? Should local jurisdictions be prohibited from passing their own minimum wage laws?

We need more careful studies regarding the efficacy of minimum wage laws.  We should not take any action before we have a better understanding of the consequences of these laws.  Local jurisdictions should be aligned with the State.

 

In the past couple of legislative sessions, there has been a proposal to add a 1 cent tax on all sugar-sweetened beverages sold in Illinois. Do you support or oppose such a measure, and why?

Before we add any further taxes in Illinois, we must identify the root causes of our budget situation.

 

In recent years, there has been a growing push to increase the development and use of renewable energy sources. Do you support or oppose these preferences?

I support them.

His expertise in improving the efficiency of operations in organizations will provide critical new skills in the Illinois legislature, which can be used to maximize your tax dollars. He is a member of Shriners International, an organization that is dedicated to helping children with various medical conditions. He is also a current member of the Oakton Community College Board of Trustees.
