My Top 3 Priorities

  • Transform the recorder’s office into a more efficient and productive public office, in the end cutting costs to the taxpayers.
  • Modernize the office; having as many records as possible electronic before the end of term for safeguarding and allowing residents to easily access records.
  • Make the recorder’s office fully transparent and implement hiring procedures by employing the qualified, not those who are related or have friends in current positions.

Mr. Owens comes from a working class family and understands hard work. He has over twenty combined years of legal, non-profit and for-profit experience. Not only does he have professional experience, he has real world experience.

He earned a Bachelor of Arts in Computer Network Administration; Management Minor, from St. Ambrose University in 2008. Thereafter, he earned a Master of Organizational Leadership from St. Ambrose in 2010. He also holds Graduate Certificates in Organizational Management and Leadership; as well as a Certificate in Strategic Planning. His background includes technology, administrative work, managing (leading) people, law, and non-profit/for-profit work. He has advanced experience in and understanding of technology, non-profit and for-profit operations, budgets, laws, rules, codes, procedures and everything in-between.

Furthermore, Mr. Owens is not new to public service. His public service and volunteerism reaches over a fourteen year period and thousands of hours. When he’s not working, he’s volunteering his time in the community. His experience, education, work ethic, and dedication to serving others will successfully transform the recorder’s office.

He is fluent in Spanish.

At the county level, he believes the election should be about experience, qualifications, and dedication to serving all the taxpayers; not political party affiliation.  It’s time for new leadership in Rock Island County.
