Biography

 

Richard Schmack was born in 1956, in Chicago, Illinois, and was raised there and in Berwyn, Illinois after 1968.  An honor student at Morton West High School, in Berwyn, where he earned a varsity letter as a wrestler, he graduated in 1974. He went on to graduate Magna Cum Laude from North Central College in Naperville, Illinois, in 1977 with majors in both Political Science and History.  In 1980 he received his Juris Doctor degree from the University of Illinois at Champaign-Urbana.

 

 

 

Upon graduation from law school in 1980, Richard was admitted to the Illinois Bar that same year and the U.S. District Court, Northern District of Illinois, in 1984. He is also a member of the U.S. District Court Trial Bar. Richard has made DeKalb County his home since 1985. He and his wife, Jackie, reside in Sycamore.  They have two sons, Eric, 29 and Ben, 27.

 

 

 

On November 6, 2012, Richard was elected DeKalb County State’s Attorney and was sworn in to office on December 3, 2012.  Since that date he has pursued the best interests of justice on behalf of the citizens of DeKalb County and the People of the State of Illinois in criminal prosecutions, while at the same time, and with equal vigor, provided open, candid, and sound advice and counsel to the County Board and Administration.

 

 

 

Richard is a member of the American Bar Association, the Illinois State Bar Association, the DeKalb County Bar Association, the ISBA’s Criminal Law and Local Government Sections, the Illinois State’s Attorney’s Association and its Best Practices Committee, the National Association of Drug Court Professionals and the Illinois Association of Problem Solving Courts.  He is also a member of the the Board of the Family Service Agency and Chairs the Children’s Advocacy Advisory Board, is a member of the Juvenile Justice Council, the Sexual Assault Response Team, the Family Violence Council of the 16th and 23rd Judicial Circuits, the DeKalb County Law Enforcement Executive Association, the Sex Offender Management Team, the Tri-County Adults At Risk Fatality Review Team, DeKalb County Crime Stoppers and DCP-SAFE Steering Committee, as well as the Sycamore and DeKalb Chambers of Commerce.

 

 

 

Prior to opening his private practice in 1989, Richard served as an Assistant State’s Attorney under DeKalb County State’s Attorney Philip L. DiMarzio, working on felony, misdemeanor and traffic prosecutions, as well as child support enforcement and mental health cases.  In his capacity as the civil assistant, Richard represented DeKalb County in lawsuits in Federal and State courts, served as legal advisor to all departments of County government, and represented the County’s Zoning Board of Appeals, gaining valuable knowledge of the County’s zoning ordinances and regulations.

 

 

 

In private practice Richard was a general practitioner, and over the years worked across the full spectrum of legal services in the areas of Felony Defense, Misdemeanor Defense, Traffic, DUI, Juvenile Law, Adoption and Guardianship, Bankruptcy, Personal Injury, Worker’s Compensation, Defamation, Family Law, Real Estate, Wills & Estates, Zoning and Municipal Law, including service as Village Attorney for Kirkland from 2001 to 2003. Immediately prior to his election as State’s Attorney his practice was primarily concentrated in Criminal Defense, Consumer Bankruptcy, Real Estate, and Land Use Law.  Richard was a pro bono attorney for Prairie State Legal Services and regularly volunteered for Ask A Lawyer Day at NIU.

 

 

 

Richard has long been politically active in DeKalb County, acting as local coordinator for a variety of state-wide campaigns.
